TaoTao Bull 200 Front Brake Lines Rubbing.

This is my first thread. I searched the forum and couldn't find anything on the Bull 200 brake lines rubbing on the tires. Each side has a black clip type holder, two separate springs and a spool looking spacer in between the two springs. I think I'm missing the intent of the design. How do I secure the lines to the swing arm to keep them from rubbing in a turn? Thanks.
