Head Scratching Apollo db36

Greetings,
I got a Apollo db36 250cc a while back and I stupidly got the deluxe. Its the road legal version. As soon as i got it i realized the regular offroad version is what i really wanted. Long story short, i ordered the 21 and 18 in wheel hub, tire and tubes. After installing the sprocket and brake discs, i realized the front wheel axel from the deluxe does not fit in the new wheel hub! Anywho, i thought I could just go buy a new axel at my local shop until I checked the axel size. The new thinner axel that fits the new wheel will be way skinny on the forks. Did I just waste a bunch of time on getting new wheels? I am not gonna replace the whole front end.
