New Eagle 250

Just got a new Lifan 250. They call it the Eagle 250. I got it to save on gas and it has a 27" seat height. Since I'm only 5'0" tall, that comes in handy.
I got the thing assembled, but I'm having problems with the carb. It won't idle. Runs great at higher RPM's.
I also got saddle bags for accessories. The quality control is pretty bad. The holes on the frame don't match up with the attachment points on the bike.
I haven't licensed it yet, so I can't really take it out of my neighborhood. I hope to get the right paperwork next week.
