What's wrong with my hawk! Won't start. Brand new

So after waiting 2 weeks for anew carb thinking I had carb issues I got it in the mail and put it on. After about 15 min of fuss and holding the throttle down the bike ran normal with some lagging of power towards the top end of each gear. Put new gas in and parked it. Now it won't start again. Oil is smelling kind of gassy. I've changed the oil 3 times and it only has 65 miles on it. Changed the oil about 2 miles before the new carb was put on. What is going on with this bike has not run normally since I got it. I know it's a cheap bike but I would t think these issues are normal. Starting to make a buzzing sound every few attempts to start tonight. Is this the starter? Could just just be the battery dying.
