Bashan BS250Gy-9 "WIll" sprocket questons

Hello everybody again, I posted here this winter and everybody was very helpful. I need some help with my "Will" on changing the rear sprocket. I looked at some of the other threads and haven't found one that has enough information. I apologize if I haven't if its there and I have over looked it. My bike has plenty of throttle left in fifth gear at 35 mph(gps) 40 speedometer but rpms go up quickly from their and I'm constantly trying to shift up. The bike will do 56 (gps) 70 by speedometer but is really revved up at that point. It came stock with a 17t front sprocket and a 56t rear sprocket with a 428 chain. I would like to gear this down or up as much as possible without having to ride the clutch too much on take off. This bike will see overwhelmingly just street use and my never see trail.
