Voltage Regulator is Overcharging

Hello All!

We have been having fun with my son's 125cc ATV. However, we have run into a problem. The bike is overcharging. I tried replacing the voltage regulator, but I get the same results. Over 15v at idle and up to 17v mid-rpm. I have read where it could be the stator (which doesn't make sense to me, how does it overcharge as a failure mode?) or the battery. The regulators are the 4 pin model. I do not know how to test them independently.

Has anyone else run into a similar problem?
