As I suspected, the lower fork guards mount to the front fender. Therefore, one can easily add extensions to the fender mounts to raise the fender, and accommodate a 21-inch front wheel. It appears all you need to do is add four short pieces of 1/8" X 3/4" aluminum bar to the four supports at the bottom of the fender.
