I would remove both items. The hose above the exhaust introduces extra oxygen for the cat, and the cat is likely behind the heat shield.
I once removed a cat before I blocked off the port on the head, and was rewarded with a large BANG upon deceleration. Quite funny. Once you remove the cat and block off the plate, you'll need larger jets to compensate.
