Need help

I have a rail buggy that is 250cc and I've done a valve job on it and I've put a new carburetor on it as well. I've out several new parts on it and will only open to a quarter of a throttle. Any suggestions on how to fix it?

When you say it will only open to a quarter of a throttle, are you saying that the throttle physically won't open beyond that point, or that you're getting about 25% of the power you think you should?
