Illinois has it head where the sun don't shine.
I got my Hi Bird used from my sister and it had a clear Wisconsin title and had been licensed there through 2013. I registered the bike in Illinois and transferred the title back in July without any issues.
Now, suddenly, Illinois needs paperwork from a dealer verifying the manufacturer or I need to have the local constabulary inspect the bike. 8O I think someone entered something wrong and a strongly voiced phone call to the IL Secretary of State is warranted.

Will they charge you a fee to have it inspected?

Maybe that's a quick end to the problem.

if they already cashed the check, they should be sending you the new plates so you should be good to go.. if not then just get it inspected or try and track down the company that made it and see if you can get the paper work for it.

They cashed the check, I have the plates. No problem there.
The problem is that Illinois is delaying the title transfer for a reason I can't fathom. If the bike had a clear title when I got it, and I surrendered it like I'm supposed to when I apply for a title transfer, where is the problem? I should note that I DO NOT play well with bureaucracies. ISO auditors don't fare well in my shop, either.

Tim at Vbikes in Oklahoma might be able to help with paperwork once you find out what it is that they want.
I bet it has something to do with it being a brand they are not familiar with and might not be in their fill in the blank list that they use. |

Well, the Illinois DMV did not have their head stuck up in their nether regions , the Wisconsin DMV did. Or should I say the WI DMV and my sister were duped by an unscrupulous dealer.
Turns out my Hi Bird had no Federal DOT or EPA certification and was titled illegally. WI didn't catch it but IL did. WI has asked me and my sister to file a complaint against the dealer while they do their own investigation. IL has told me I can still ride the bike as it legally licensed(for the time being) but I would probably be better off to part the bike out and cut up the frame to cut my losses or maybe find Lifanoid frame with a title. Lucky me.

I'm not sure that your state is correct. Take a look on your bike and look for the EPA/DOT sticker. It should be on the swingarm I think. I did some looking around and all the adds for the Hibird 200GY said EPA on them.
My 250 is EPA/DOT stickered. someone here has a list of bikes I think |

I would do as Cal suggests. Otherwise I have two titled frames here.

In speaking with the WI DMV, the VIN on my bike does not match the Chinese Manufactures EPA/DOT certification code for the US. The first letter of the VIN should be 'L'. Mine is 'K'. Apparently, 'K' is bad and is what raised the red flag. Waiting to hear from sis.

Both of the titles I have begin with "L". I know for sure that the bike from Bill has the stickers on it.
