The Templar X has all required features to be certified road legal, including DOT approved wheels and tires. I have titled, registered and plated TWO of them in the State of Missouri. There was no problem at all. State sale tax is paid upon registration (~8% of $1850).

To register and plate in Missouri, you need liability insurance, receipts for your prior two years showing that you are up to date on yor persoanl property taxes, a bill of sale for new vehicles (signed over title for secondary sales serves as BOS in this State), and the MCO stating "motorcycle" in the vehicle type field. They did not care that the VIN did not show up as valid in their system since I had everything else including insurance.

I have used Geico, which cost me about $36 per year for liability only to add it to my existing policy. It has gone up to about $45, I think.

MA does require motorcycle endorsment to ride it on the streets, but not sure if they need that for registration (chicken/egg problem).

Massachusetts has a motorcycle inspection method for certifying a motorcycle that is not in the VIN list. You can ask a state Trooper about the inspection program, or ask at the motor vehicle registration office. Apparently, you must get it registered and title immediately upon purchase (for off-road use), THEN get the inspection. Once you have the inspection report, you can take that to the motor vehicle /title office and get it plated. Here is a guide:
