Bingo. Different DMVs have different classes of idiots. Due to manpower considerations, it is difficult to spread them out evenly.

I bought it out of State and the MCO was never submitted by the previous owner to get a title. Yes, he had the original MCO, unfortunately the previous owner never got a title. They called it a skipped assignment, but I was able to get a clear title.

Exactly where in Washington do you live, rideout ?

I live in the South Puget Sound. Lots of two line highways with low speed limits and endless logging roads.
