New Jersey Registration Issues: Possible Grey Market Bike.

Hey, I just bought a Chongqing Loncin Trailmaster 200. It is almost identical to the Lifan Enduro 200's that many people on this site have. I bought it for 750 dollars from a guy on craigslist. The bike had 20 miles on it and looked brand new. He gave me a bill of sale and a mco from the company he purchased it from, but had never gotten a title for the bike. I went to the dmv today to get a title for the bike, and they told me the bike was not on their list and thus I could not get it titled. I saw their list, and American Lifan along with Chongqing Loncin are on there, but apparantly my serial number did not match up properly. The woman claimed it was a dirt bike and not street legal, which is simply not true. I am going the New Jersey DMV headquarters tomorrow in Trenton to try my luck again. I think if they deny me again I may claim the bike is a custom/salvage bike and have it specially inspected. Does anyone have any ideas for what I can do to help get this title? Thanks.

Are they going to inspect it, That should help clear it up once they see it.
And please post a pic..I have gotta see this bike :D

ask to speak to the manager or person in charge......here in CANADA I easily registered it but I went in with a title all my import docs and a safety inspection certificate, the clerk still took it all over to the boss and said we always have trouble with these bikes..they said just write out a declaration that I assure the bike meets all highway road requirements and has not been modified etc...
that was it, maybe ask if you can sign a form to declare the bike legal ...dunno man just some suggestions...if worse comes to worse you could just start crying and tell them you spent the rent money on a bike you cant drive......

thats what I would do!!

Not sure what part of Jersey you are from, but the Oakland dmv didnt give me any problems for my Hi-Bird. If you are not too far, I'd stop by there because they seemed to understand these are legit.

jflo453 05-22-2008 10:20 PM

I am pretty sure that I am in a lot of trouble. The issue is not that it is an import. You can get the list of approved manufacturers and the accepted vin codes from those manufacturers. The problem is that my manufacturer/vin is not on that list. American Lifan, Hi-bird, and all of the others are on there, but mine is not. Chongqing Loncin is the manufacturers name and apparently the only way I can get it titled is to get that name/vin on their list. So basically I am completely fucked. I can find almost nothing about this manufacturer on the internet and I can find nothing about the dealer that I bought it from. The dealer is Pacific Direct Sports LLC. If anyone knows anything about this, please help me out. If not, would anyone be able to send me scans of the MCO from one of their Lifans so I can see what my MCO needs to have to get titled. I might end up simply doctoring an MCO to get it titled. Has anyone tried this? I am pretty sure if you put the correct first 3 letters from the VIN the rest will not matter. Anyone with any ideas please help me out. thanks

I'd be real careful with with the altering an MSO idea. Sounds a bit like fraud against a state agency(DMV). Might run into legal issues. In Ca, some have gotten around shakey registration issues uning a 'special construction' application. This is used when building a kit care or the like.

warrior91 05-23-2008 01:29 AM

Call it a custom build and have it inspected for highway use.

jflo453 05-23-2008 02:48 AM

how exactly could i go about that? anyone have any experience?

liverchip 05-23-2008 10:55 AM

Head down to the DMV and ask them.

maf119l 05-23-2008 01:53 PM

Don't doctor the mco.Putting the "right" first 3 letters will not work.there is a formula based on the combination of values for all the numbers and letters and either the 8th or 9th number is determined by this formula.Change even a single digit and you blow the whole thing. Then possible fines and time.china bike not worth that.

I may try to register it in new york state as I have joint residency. Does anyone have any experience with a gray bike in New York State?

katoranger 05-23-2008 05:51 PM

Give it try. NY was one of the tougher states too, but you never know.

If my New York State registration does not work out, is there anyone in any of the more lenient states who would be willing to "buy" this bike from me, title it in their state and then "sell" it back. I will pay $100 to anyone who can get me a title this way along with the costs of purchasing the title it's self.

Just to echo Mr. Maf119l, It's the ninth digit. The eighth digit is the engine size/type denominator.

Ok, so I have continued my odyssey, I have begun to do some research on where exactly this bike came from. The dealer listed on the MCO does not exist anywhere anymore as I can tell. I tracked down a dealer in Utah (same state as on my MCO) that has since stopped selling bikes. The dealer lists the bikes as Qujos, and they are the exact same bikes as the one that I have. The one they have listed is a Qujos Trailmaster 200.

http://qjlehi.tripod.com/id10.html

the bike pictured in this link is exactly the same as the one I purchased. One other forum that discusses china bikes had some information on qujos, but from what I could tell, they ceased manufacturing/importing these bikes, and the dealer in Utah is no longer available anywhere. Was Qujos rebranded or something or does anyone know anything about them? Please help

Hi jflo453

I don't know anything about them, But... On my educated guess as many of the Asian companies dropped off of the face of USA soil in 2006 it had to do with Emissions. The EPA put stricter emissions in place starting in 2006 {basically Kalifornia emissions} and said all {Big 6 included} companies had to meet 50% of the top in 2006. They where supposed to meet 100% in 2007 but I think they put it off a year {till 2008} and that may be why we have seen such a slow import of 2008 vehicles at the beginning of this year.

katoranger 05-24-2008 10:53 AM

AZ200 has the trailmaster.

AZ200cc 05-24-2008 11:10 AM

They went under Maxfine mostly...Still made to this day.

jflo453 05-24-2008 01:08 PM

so what should i do then

AZ200cc 05-24-2008 01:22 PM

Have You actually taken the bike to the DMV so they can inspect it?
Some states You can have an officer inspect it and get it through that way I thought. :?

jflo453 05-24-2008 04:39 PM

New Jersey does not allow that. Either it is on their list, or it does not get registered. The only other way is to have it inspected as a salvage bike, in which case the inspection costs 200 dollars, and they wont approve it anyway because even though it is inspected, the original bike that it is built off is still not on their list

AZ200cc 05-24-2008 05:05 PM

I read online that You have en emissions standard...If that is true You might be wasting Your time even with the certificate of origin.

I also found this

To title or register your motorcycle, visit an MVC Agency with proof of insurance, title and registration fee payment and one of the following:
Manufacturer's Certificate of Origin (MSO or MCO)
New Jersey or out-of-state title
Registration and a notarized bill-of-sale from the previous owner with vehicle description and sale price (motorcycles from non-titled states only)
If the manufacturer does not appear on the approved list, you must also provide:
A color photo of the NHTSA label
A color photo of the EPA Noise Emissions label**
A color photo of the EPA Exhaust Emissions label**
A color photo of the side of the motorcycle
Proof of insurance and pay the title and registration fee
If your motorcycle manufacturer is not included on the approved list [10k pdf], the dealer must contact MVC to apply for approval to license and register motorcycles in New Jersey .

If your motorcycle doesn't meet the minimum federal safety standards, you must contact the dealer or manufacturer.

NOTE: Dirt bikes can only be used on private property and cannot be titled or registered. Insurance is optional.

If you don't have an MCO or if the motorcycle has never been titled, you must complete the Application for Motorcycle or Moped Title

Wow, what a conclusion to my odyssey. So it had become extremely clear that the fine state of New Jersey had no intention of registering my bike. Fortunately, I work in the Hamptons in New York in the summer. So after a few hours of fudging documents, I took my fateful trip to the New York State DMV. I surrendered my New Jersey license and traded it in for a New York one, and then registered my bike as a resident of new york state. Took me 10 minutes, in and out the door with plates in hand, and my new title is in the mail. Should have just gone through new york state to begin with
