registering an ATV in MO

Hello I have read through most of the MSO nightmares and I found alot of good information about bikes. However one of my dealers wants to register "tag and title" a small 110cc ATV in the state of MO. He also wants to get riders insurence. I have sent him the correct MSO with the manufacture signiture vin number and everything on it and the dmv claims that there are not enough numbers on the vin. How many numbers should be on a 110cc ATV???? I have never had anybody want to title and insure one before. Also I would like to apologize for any misspelling my english is bad. Sad part is I am American.

Yes I went out into the showroom and all of ours here have 17 numbers on the vin. I think maybe the dealer might have made a mistake when printing onto the certificate of origin. I offered to send him a new one we will see what happens. I will post here my findings.

It should have 17 in the USA, we have to title all off road & on road vehicles in Ohio.

Well I sent the dealer a new MSO and they were able to get the bike registered. Once again I have thwarted the DMV.
