2004 Ducar 200cc

New guy here, I bought a 2004 Ducar 200cc bike, it has no lights or a place to put a battery, yet it has a starter. My question is, can I remove the starter and cover the hole? Or is the starter needed to hold something in place? (I added plastics from a Kawasaki)
