Starter One Way Drive Clutch

Here are pictures of the main pieces of my starter one way clutch.
What I am not figuring out, is the rivets that are on there, are they holding the drive clutch on since I have removed the 3 bolts that are supposed to hold it on? If that is the case, then do I have to drill out the rivets to replace the one way drive clutch?

Shouldn't the one way clutch come off of the magneto just by removing the 3 bolts that are "holding it on"?

This is the final piece of this machine that could potentially get it running. Any help would be greatly appreciated! Thanks in advance!
