I doubt you will EVER get to register it for the road. For offroad, I am guessing you should go to the DMV...heck, try to register it for the road at the DMV.

Rgaon, Welcome to the forum. You're going to find that Cali is by far the hardest state to get a Chinese bike registered. Not only are the VIN's on Chinese bikes "not compatible" with the California DMV, most of the bikes don't show up in the CARB database. In short, California thinks that because your bike doesn't release magical unicorn farts when you ride it, you shouldn't be allowed to use it on the streets. I don't think anyone has had success plating a China bike in California with every shred of paperwork that comes with a new bike, and you mentioned that you don't have a title, either. The battle for you is likely to be long and all uphill, but I would say start with a trip to the DMV, and bring all your patience. See where you land with that. In the meantime, congrats on the new bike, and we always like seeing pictures...

All that being said, and so you don't lose hope--I believe you can get a title, but would need to go to the DMV and ask.
