Shineray 250

So I recently picked up a shineray 250 dirtbike, it is missing the bolt on the side of the jug opposite the spark plug. Without the bolt it makes a decent amount of racket when running and the (what I assume to be) cam plug pops out a bit and spins around. However I have tried a bolt from a different 250(taotao) and it doesn’t seem to thread into it. Is there something I’m missing and has anyone messed with this?

Welcome aboard! That's the Cam Follower Shaft. It doesn't screw into the cylinder. Apparently the pin that holds it in place has either sheared off or backed out. The slot in the heads is so you can turn it to line up the hole for the pin. See pictures below.
