The problem is, some states ARE using CARB's standards; I believe NJ and a couple others. I recall some members stating that is what their Dept. of motor vehicles is telling them. I have seen a few retailers list 3 or 4 states that certain bikes cannot be sold to, even though that particular model's EPA/DOT certification IS 49 states. Lifan is headquartered in California; same with CSC so some companies like those two will simply spread the extra cost of CARB compliance to everyone. California has the potential to be a very lucrative market. I saw plenty of Vaders and a few Hellcats, not to mention those funky 150cc scooters that look like sport bikes when I worked part-time as a delivery guy in downtown L.A. up to a few months ago.
