Saddlebags
I just purchased those 2 weeks ago. ! I used them on a 100 mile ride in the state forest here in Pa ,,,definitely could use some panniers bars to the them onto. They no r around a bit ,but not enough to get into the rear wheel or cause trouble.They have a second zipper that allows them to become very wide,,,shown here

Super simple soft bag bars can be cheaply made with some conduit and a conduit bender. Pick a couple mount points on each side, bend the bar as needed to hold the bag up away from the rear tire, flatten the ends, drill a hole for the mount points. A simple hoop shape will be plenty strong to support the weight those bags are rated for.
