Bashans are EPA/DOT--I have seen them on the 'On-highway' list the EPA puts out every year. However, there were none on the 2016 list, only the 2015 list, meaning the bikes in the US are 2015 models, I am guessing. They are listed as 49 states meaning Californians 'need not apply.' Everyone everywhere else-good to go!

One more thing--I could have sworn that Killer took back a one or two members bikes and traded them out when they could not register them in their state(s?) months ago. Couldn't hurt to try, unless they made you sign a waiver since then stating that there were no refunds or exchanges...

I think i would remove the sticker. Nothing important for registration on it.

Don't give up yet, Ron. Even if you decide to sell the bike, you will still be in a better position if you can get a license plate for it.

Sorry to hear Ron, I've been following your threads to see how it all unfolds. I wonder if you could call like APSCUSA and pay them a fee to have them issue you an MSO? I was very worried about that also, but mine listed it as Motorcycle on the MSO paperwork. The bikes are all sent from the same RPS location I believe? It may not be able to happen, but it would be worth a shot and certainly cheaper than shipping a bike back in a crate.

I emailed killer to see what they say about it. The TAG on the bike says offrad use.

Mine said off-road on the stickers on the bike also. Those stickers come factory on the bike from China, they don't mean anything other than fun peeling them off. lol

It refers to the EPA engine certification, and yes, the HAWK is off-road only. As far as the EPA is concerned, a motorcycle is classified as highway or off-road.

It's mostly been a blue state problem - tying state registration to federal emissions tests - so I'm really surprised Alabama has this problem. Do they even test for emissions there?


Air quality aside, most of the time registration is validating the safety requirements and VIN. Here in TX, there is a clear list of items you have to have on your motorcycle to pass a safety inspection and the inspection station has to verify the VIN - they print out your inspection report, and you're good from there.

The only thing that maybe required clarification was the knobbys - the requirement is DOT tires, and the stock knobbys are DOT tires even though they're for dirt.

You should ask the guy exactly what you failed, and where it's listed in the regulations. He may just see the EPA off-road sticker or the tires and assume it's a dirt bike, ignoring all the obvious enduro features. If they do have an EPA requirement, you're likely screwed, but I wouldn't be surprised if he just read the sticker and looked at the tires and got back to his coffee break.

they said the epa /dot sticker must say offroad/street use. but it only says epa offroad use. if I cant sell it ill strip it down and give it to my son(hes 22 and lives in the country with his girlfriend) for a dirt bike or scrap it and sell the parts.

That's what I did with my X-Moto. The difference was my dealer told me in advance I didn't stand a chance in Hell of getting it plated for the street...but I was looking for a dirt only bike anyway.
Man....I hope you work this out to your satisfaction. Is the Storm streetable there? If I had the choice between the two here in CA, that would be the one I'd opt for since 80% of my miles are on asphalt.

well in the meantime I went to my credit union called ryan at csc and my new orange rx3 with upgraded 50/50 tires is 4 weeks out.
