carb model for Tao DB17

A few years ago I bought a 125 cc Tao 17 for my son. He has only ridden it a few times and then parked it. After sitting for a few years he wants to sell it. The carb was toast and I had read that the stock carbs weren't great so I bought a VM22 from a recommendation I saw somewhere. He installed it and it starts but sounds like it is revving at full throttle. I don't know anything about this stuff. Did I get the wrong carb or do I need to find somebody that can tune it?

carb I bought: https://www.amazon.com/gp/product/B0...?ie=UTF8&psc=1

Can you remove the float bowl from the bottom of the carb, or is it riveted shut?

Remove it and then remove the main jet and pilot jet to see if they have size numbers on them, and possibly we can go from there to tune it in.

Post some pictures of the carb and the jets also, if you don't mind.
