Just got my new 2016 RX3 - Orange

Got the new bike. I put it all together. I grabbed my docs and want to the auto tags place, and then I get told I cannot get a temporary plate. It is due to the VIN starting with the letter "L". Apparently PA does not like them.

At the end of the day, I have a brand new bike and I can't ride it on the street.

That's unreal. I figure if CA will register them, anyone would!

Does it really start with "LVIN" or is it "VIN L********..."?
L means it's made in China, if I remember right. That shouldn't affect the registration. It's not a "low speed vehicle". That's not what "L" in the VIN means.
I'd go stompin back down there and talk to someone else or a manager.

You dealt with a misinformed "public servant." The CSC Cyclone RX3 has already been registered, and received a license plate in Pennsylvania. Call CSC, and they will help you resolve this problem.

So, you are the first person in Pennsylvania to buy an RX3? I seriously doubt that. Somehow, I would have thought that CSC would have known about this ahead of time. Sounds like you got a lame DMV idiot.

Like 2LZ said, CA is the absolute more difficult, red-tape laden state in the union when it comes to owning, operating, and registering motor vehicles.

As usual, 2LZ is absolutely correct. The letter "L" in the VIN indicates the motorcycle was manufactured in China. Last year the CSC Cyclone RX3 was added to the list of Chinese motorcycles which can receive registration and a license plate in Pennsylvania.

I encourage you to call CSC for advice and some more legal "ammunition" to employ. Then storm on back to the DMV and talk to a manager, who hopefully is more knowledgeable than the other "public servant."

No, forum member Fishman10 has easily and painlessly registered his RX3 in the PRP (People's Republik of Pennsylvania). He did so last April when he received his bike in the first shipment.

Don't get alarmed, Ron.

When you go to the DMV, just make sure to bring all the appropriate documentation which was supplied by CSC. CSC spends a lot of time, and money, to make sure all their motorcycles are DOT and CARB approved for street use in all fifty of the United States of America.

The more I dwell on this the worse I feel for you brother. Surely Spud is correct and you were served by an ill-informed beuracrat who didn't want to take a few minutes to verify their decision. I would think Ryan will be able to offer some assistance or sound advice.

I took the full packet CSC sent me with me to the Auto Tags. The DMV in PA does not do anything but ID cards on Mondays. They sent me to the Auto Tags office to get my paperwork done.

Did you read the link I attached in my original post? I had to read it over and over. PA has to send the registration submissions to the Harrisburg for review of the Certificate of Origin. Their doc clearly states they will not give you a temporary plate. They are mailing out the docs to Harrisburg tomorrow.

"This is a follow-up to the previous notifications sent
regarding title applications for any two or
three-wheeled motorcycle, motor-driven cycle, motor
scooter or motorized pedal cycle (Moped) with a
vehicle identification number (VIN) that begins with the
letter "L". Unless exempted, these title applications
are to be forwarded to the Special Services Unit of
PennDOT for examination to determine if a title may be
issued. "
Title applications for two- and three-wheeled vehicles
with a VIN beginning with "L" where the proof of
ownership is an MCO or a title issued by another
jurisdiction must be submitted to the Special Services
Unit for examination and no temporary registration may
be issued for these vehicles.

I have a trailer I bought and registered in Arizona, that I still can't get registered here in PA. I eventually just gave up with it, so it has a permanent AZ plate still on it. CA has a lot of CARB rules...but PA always makes things difficult. I'll call CSC, but I'm not sure they can do anything at this point anyways.

On the CSC website they list 2 RX3 affiliates in PA ... Coopersburg and Duncannon.... So they do obviously get titled and registered!

Yeah, guess it just takes longer. Well hopefully it won't be that long since they have 2 others "at least" in the state of PA.
