WHAT is this?

Posted in "Everything Else" because it's definitely an "else".
We see Tao Tao on the....rear....part of it. Kind of got an idea of what that is. Sorry, was. No VIN or any marks on the rest. Any ideas? Just curious to know what the original front half was.
It kinda sorta has a tiny bit of rear suspension. As the rear shock is basically horizontal that surprised me. (That it moved at all.)

And yes, it's in impound there.

Businesses in the front, party in the back. Or unknown motorcycle in the front, scooter in the back. Or something.

Quite a beast. I wonder why it is impounded?

Used to be a Hellcat, I think. But someone removed the 125cc engine and hybridized it with a scooter!

I want to see the hellcat motor and backend stuffed into a scooter frame
