Is it harmful to haul a bike with the rear tire on the ground in neutral?

Is it harmful to haul a bike with the rear tire on the ground in neutral? I just put Together my RPS hawk. I was going to take it to a farm to break in. I do not have a license plate on it yet. I’ve seen these hitches where the front wheel is on the hitch in the rear wheel is on the ground in neutral. Is this harmful to the bike?

I do have a 4 x 8 Harbor freight trailer if I need to haul it on a trailer. But I’m not very experienced with that.
