Winter riding a Baron scooter in MPLS/St Paul.
Riding a Chinese scoot all winter long. Being familiar with the area I don't believe I would try it.

I'm just impressed the Chinabike even started in that weather!
This got me looking at studs for knobbies except, thank God, we get so little snow here so rarely it wouldn't be worth it.
