Just an update. I tested the battery and it was at 12.5v no load and 14 running so I think that eliminates anything electrical.

And you have clean fuel from the cap down,
 fuel line ok?The carb is clean and trash free? Checked for air leaks? Before and after carb?

What carburetor do you have? Does it have the fuel enricher circuit? Is the slide mechanical or vacuum operated? If it has the fuel enricher circuit it may not be working and staying choked. If it is a vacuum operated slide you may have a vacuum leak or slide is stuck in the close position and is flooding it out. If you have a manual choke check to make sure its in the open position.
