Charging only 7v?

Hi, I started my LF200 GY-5 today. I started it and unhooked the battery to see what it would charge. It read between 6.70 - 7.22 volts. I would think it should be 12.66 volts or more. When the battery is hooked up it reads high 12. But I also had the battery on charge before I hooked it up to the bike.

Any ideas would be appreciated.
Thank you

That is very odd. I've never heard of a GY with the wrong reg in NA. What happens if you test without disconnecting the battery? Test the resting voltage of the battery with the bike off, then start it and test again. What are the numbers when you test that way?

I will test it tomorrow Weld. Both ways like you said.
I started it again today and this time it read 6.? up to 12.?. It would read 10, 11, 12v couple times when I reved it up. Then I would do it again and I would only get 6-7 v. I'm thinking it is defective.
I also played with the wires. To make sure no loose or broken wires.

Reg/recs can be flaky, but the good news is that they're cheap as chips.

The only trouble I've had with them is drained batteries.

After you re-test, we'll get a better idea of the condition.

Update... I tested it like you suggested Weld.
Fresh battery 12.93 v.
Hooked it up to the bike started it and at low idle it went up to 13.90 volts.
Left the bike running and unhooked the battery and it started to drop slowly. So that was it.
Glad you recommended doing that because I thought my blinker relay crap the bed.
While running and the battery hooked up my blinkers were fine. Except that "BEEP BEEP BEEP" noise every time it flashed.
I drilled out the speaker then tried it and it worked. No 'BEEP BEEP BEEP".
Since I had a hole for the water get into the relay now I put clear silicone in it. Keep the water out.
While I was messing around yesterday and unhooked the battery I tried the blinkers and they didn't work right. It would flash once every 5 seconds or so. And at a low flash. So I thought by putting silicone it in I messed it up.
While the battery hooked up the blinkers are fine.
I was going to buy a new flasher & regulator.
But Thank you to Weld I don't have to now.
Thank you!!!

You're welcome. I didn't think the regulator would work if there was nothing to act as a load.
