Hi kperdave

Not sure where you are from... but if it sat with old gasoline in the tank & carburetor, the gasoline went Stale & Varnished the carburetor. I always tell people if your gonna let them sit more than 2-3 weeks or longer without use or very little use the fuel will go Stale, it {fuel] needs to be drained out of the tank & carburetor.

You'll need to disassemble the carburetor & clean it, every little part even areas you can't see. If your not sure how to do this find a Really Qualified Person to do it. I have seen many say they can but still don't get them clean.
