250cc rear suspension question

Hello.

So I bought this 250cc Chinese dirt bike(Diabolini TTR 250/AGB-38-2) and while repairing it, I noticed that the previous owner has done some welding on the top attachment point of the rear shock. Can someone explain what's going on here? Is it supposed to have 2 different attachment points like that and it has just been broken and repaired or is the rear one a modification done by the former owner?

Looks like the shock mount was moved back possibly to install a different carb ,intake and air filter ,or possibly a different shock which might of been to fat to fit into the space .Either way using old rusty bits of scrap metal to cobble up a frame modification is perfectly fine on a chinabike .
