Gio rebel t3 new Mikuni carb problems

Just put in my new Mikuni carb for my gio rebel t3 and i am having some issues... When idling it will randomly rev really high like as if the throttle is being pulled. Also happens when I am riding, seems like the throttle is getting stuck but when it is revving high I can still pull the throttle back and forth??
This has only happened after I put it the new carb? Have no idea what to do..
Also what jet setting should I have the clip on on the needle, right now I have it at the 2nd from the bottom... But it's not running well with the revving and all..

Air is leaking past the carb boot at the carb or cylinder head mount.

Confirm by allowing engine to idle and spray starting fluid or carb cleaner around the boot. If the idle changes that confirms your diagnosis.

Sometimes the leak can be from the knurned knob on top not screwed down tight and/or a gasket failure there.
