Check your local laws. They passed a law here a few years back that if you are on a bike and the light does not trigger after one cycle - you treat it as a Stop sign and proceed when it's safe to do so.
I had a left turn onto I-80 on my morning commute at the time. It would never trigger and I tried magnets and steel toed boots and everything. Most mornings I just had to run it unless a car pulled up behind me. (Which wasn't likely at 4AM)
