17 volts output

i put together a 110 cc 4 stroke for my grandson, its 110 cc 4 stroke, checked volts out to battery its reading 17 volts, im told it may be regulator, but hear horror stories about people going thru many regulators before getting a good one, can someone point me to a reliable regulator thats plug and play?

also im new here and new to tao tao, learning as a go,

I cleaned up the wiring did proper connections and soldering, to my now I'm getting 13vdc, but I think the cheap Chinese battery is cooked, I should know more after I put in a new battery, but did order new reg just in case I
