Tao Tao Hellcat Dash not displaying anything

I bought it used. It sat for a month. Gas cap has key broken in it. When trying to jump it from a vehicle It won't start, dashboard backlight works but doesn't display any digital information(rpm, trip, odo, fuel, speed). All lights work and dash Indicates when blinkers or headlights are active. doesn't show gear indication. It turns over. Has a different tone when you turn the throttle. Not sure where to start. Any help would be great. thanks in advance.

Gas engines work off some basic requirements. Do you have mechanical compression (gas air mixture by piston), do you have fuel and air mixture entering the compression mechanism (cylinder) and do you have spark to ignite that gas fuel mixture. So getting it running involves evaluating these requirements. Do you have compression, do you have spark, do you have fuel and air mixture inside the cylinder that is compressed when a spark is applied. Check for spark at the plug by holding it against the engine and trying to start it.

Don't tell us!

They said it ran the last time they used it but there was no gas in it and the battery was dead?
