Head Scratching RPS Tornado 250. Have spark, comp, gas... Nothing

I'm getting my butt properly kicked on a 250 ATV that sat for a year. After replacing just about the whole electrical system (stator, CDI, coil, plug) I finally have spark. Replaced the carb with a pretty near identical one. All new gas. Compression is good. Gas is coming through the bowl. The thing won't even think about starting. Zero chug whatsoever at any throttle.

I ruled out any safety or kill switch circuits (which should just kill spark anyway).

I know the last answer is timing but I just can't believe the thing lost timing just sitting there. Is it possible to install a stator wrong where you screw up the timing?

You said compression is good, but did you actually test it? I've had engines that will pop your finger off the spark plug hole, but when I actually put a gauge on there was hardly any compression.

I would suggest doing a valve adjustment. Most of these engines are famous for having the valve lash set to tight from the factory. Everyone of these Chinese bikes I've own came with the valves set wit little to no gap.

Ya I tested it. I realized after I forgot to hold the throttle open but even still it was enough it should chug. And it was an electrical issue that caused it to get parked for a year so I'm assuming I'm looking for something that broke while sitting there or something I messed up replacing the stator that would still allow spark.
