MCO in owners name

I am interested in buying an almost new scooter that had never been titled to the current owner but he still has all original paperwork including MCO. Only thing is MCO has his information printed on it. Im wondering if this would be an issue if I buy it and when I go to register it in WV.

Any thoughts?

They won't issue you a title with someone else info on the paperwork. The original seller needs to do the right thing and register it, then you just do a title transfer.
