Being that I won't be allowed entry to the closest off-roading area and that I can possibly be cited for riding it, I give a F. Some others may also, especially in restrictive states like Ca.

From my understanding any street legal muffler is off-road approved. An non-street muffler needs the Forestry approval stamp.
I hadn't noticed that sticker, but it doesn't have what's required by the law so it's moot.

I have to enter one of the state off-road parks, it's part of their regular check. I've also witnessed my friends get checked while off-road in a different place.

Just because it was inexpensive doesn't mean I should have to deal with it being illegal. If my complaint was that it's not as fast as a Honda, or not as well designed and built as a Honda then your point would be valid. I bought what was supposed to be a legal on and off-road bike. Putting on a muffler doesn't fix the problem and even if it did I shouldn't have to modify a supposedly legal bike to make it accually legal.
