2012 apollo 70cc

Hey all. Picked up an apollo 70 today. Guy said it needed rings, but found half the plate from the choke stuck in the exhaust valve. Nothing looks bent, but I still have low compression. Should I do a total top end, or rering and new head, or another motor?

What ended up being the repair? I have purchased the Ebay 125cc motors. Super easy swap.

New piston, cylinder, head, valves and carb. Original motor ducked in half choke plate.
