Liffan xpect 200cc valve
How do I do this it keeps shutting off on me and hard to start I think its valve

Adjust the valves, or check for free valve stem movement if you think one is stuck...
It is easier if you just remove the rocker arm cover. This way, you have easy access for the adjustment. Take the spark plug out so it's easy to rotate the crank. There is a port on the rotor side of the engine so you can turn the crankshaft with a socket/ratchet (counterclockwise). Here is a good video. I would use a socket on the crank to get the crank at TDC instead of the starter. But you get the idea.

Is this a push rod engine? Is it counter balanced?

If it looks like the one in the video above, it's a pushrod type engine.
Your model number is stamped on the engine behind the gear shift. Maybe something like 163-FML ? What is it?
