Jingke PE28-36 Carb Replacement?

I while ago, I purchased an EGL A12 150cc dirt bike.
I finally pulled it out of the crate and started riding it.

It's running really rich.
The carb has 42 pilot and 130 main.

First questions: Is it worth messing around with this carb, or should I just purchase a replacement? What brand and size? (Seem to recall seeing a 22mm spec for one of the Honda 150's and 30mm for another...)

If not replacing:
It's a royal PITA getting this carb out and the configuration of the frame doesn't allow the old loosen the clamps and turn the carb to its side trick...What jets would you go to to get it close enough to efficient running? (Elevation is High Desert ~3000'.)
