Wildfire 200cc

I got the rubber boot on between carb and motor it seems like it fits, battery still wont hold a charge and kickstart is not starting, it wont turn stay on or give me anything just some fluttering when i crank it down. I put some gas and sea foam in the tank someone told me that works. Looking to get it turned over and idling but i dont know where to go from here? I can post pics if that helps
