TN resident here a bit worried

ok, i am not new to this registration thing. i purchased a motorcycle for the first time at orion. we do not have inspections and plating a dirt bike is pretty easy. BUT, this is a new situation for me and was wondering if anyone can relay some experience in my situation if were your town or mine.
orion has online mco / bill of sale request. this is normal for me to do this as i have with other companies like venom. they confirm VIN before they print a tile and mail it to you and the whole time a mco wasnon the crate unsigned. i called this commemorative title as the one i turn in at the clerk is the one they mail me and looks different and signed( my state doesnt need to be notary). anyways i did the thing online with orion and they sent me an email reply today saying the mco was in the crate with delivery of the bike. i found my ‘commemorative’ title UNSIGNED! are they correct or what am i missing.? they said use email invoice as bill of sale! doesnt bill of sale need signature? FML! i see bad things coming with this array from the norm.
i thought they would do the same as other places print me a title and bill of sale and mail it. i have always kept my ‘commemorative’ titles for almost all my bikes as trophies.
what am i missing here?

I would just reply that its incomplete and not valid. the one on the box is to just clear customs I believe, the one they give you for registration needs to be completely filled out. MI took my invoice as a bill of sale but the seller sent me a line item break down so i didn't get stuck paying tax on the freight but it was not signed.

The dealer should send you the MCO completely filled out and signed. In my case it came notarized as required by Louisiana along with a notarized bill of sale and Odometer Disclosure Statements. I also have one of those ‘commemorative’ UNSIGNED MCO's too.

well the "customs" mco was used! lol
orion on fb messenger told me to scribble any signature on my blank 'customs' mco. lol
then i asked about bill of sale signature needed and tn doesn't require notary incoming sales. they said send email request for exact instruction as to what i need. well i asked if ok if i 'scribble' up a bill of sale too. said sure.

well those were my instructions, and i guess you can assume what i did...

they gave me 2 choices.
scribble signature in or mail it to them to sign.
nevertheless VERY sketchy!

i was just now told by orion, that me and couple more customers were done same way. miscommunication between assembled and not assembled shipments. if you got one not assembled most likely have to mail in the mco they forgot to remove before shipping it. so all i had to do was mail it back to them to fill out. it would have worked out but my patience for this isnt good.
i would have had to send it certified mail in order to keep lost mco excuse away. word for word from orion this morn after i got tags.:

well that was sketchy af! i got me tags this morning. thanks for talking to me and not ignoring me. but i dont like the tags process yall do! your bikes are awesome. customer service is awesome. speedy delivery is awesome. shipper was awesome! BUT the registration process for street legal bikes SUCKS! lol. seriously need to have sent me a newly printed mco filled out and signed bill of sale. using the customs mco is sketchy af. well anyways. i am prolly the first one to tag one of these orion street legal pitbikes!🤓

Oh we only sent that unsigned by mistake. You got your bike unassembled so they come in the box from the factory. This is the first time we have received the bikes/mco like this and our shipping guys forgot to take them out.
It was you and a couple of other customers. Our warehouse guys shipped them and didnt realize they needed to take those out.
We beat the shit out of them and got it straightened out though hahahaha

he seems to be a legit man. i have kept up on the chatter about this place. my shopping spree budget was just under buying a lifan xpect from him. i couldn't come up with the extra cash to get it.. i came very close though...
