Lower rear swing arm adjustment?

On my Arrow 150 there are two mounting points for the lower rear swing arm. Forgive my ignorance, what changes will this make?

What is an Arrow 150? Is it a go-kart?
Based on the design of the mounts, I'm not convinced that the lower holes are intended for the swingarm. My guess is that's a good place to temporarily bolt a stand for working on the machine. Don't really know, just spitballin'.

TaoTao Arrow 150, It's a mini buggy or go kart with full suspension.
