Yes, the rotor bolts for the first generation, 2007 Kawasaki KLR650, will fit both wheels of the RX3.

Thank you Peter! I kinda suspected the heat gun just wasn't doing the job. Even though the specification for it says 750-1000 deg F, I would suspect that for every inch away from the nose of the gun you lose about 50%, hence you can wave your hand 4-5 inches in front of it safely. Guess I'm getting a torch. Hopefully it will help to release my swingarm bearings also.

And yes I have the KLR rotor bolts already.

I'm just curious, do you install them with the red Loctite that is already on there? Since the bike comes with blue Loctite, which is pretty tough to remove already, and which is a weaker hold than red. I probably shouldn't be thinking about the next, next time, but.

Yes, I installed the bolts directly from the box. I don't know the chemistry of the red substance, but I don't think it is loctite.
