New Kayo 200 Bull Running Rough

I bought my son a Kayo 200 for Christmas and it has ran rough from day one. Online it says it could reach speeds of 40 mph, but this one can barely get to 12 mph. It’s got forward, neutral, and reverse, but the only thing I can compare how it is running is like a manual transmission that is stuck in first gear. Also, the governor screw is ran out about an inch so I know isn’t governed down. I took it back to the dealership, but it’s still running like it was before. Anybody have an idea what might be causing this? Any help will be creating appreciated.
