47 hp Thumper from China?

The Voge 650 DSX, to be sold in the UK, has a 652cc, 47 hp (claimed) single made by Loncin in China. There is not enough info in the article to determine if it is a variant of a KTM design.

Why the eff couldn't Kawasaki do that with the 2022 KLR 650?

The guys on ADVrider are speculating that it's based on the Rotax engine that was used in a BMW for a few years. They all said that was a great engine. Nobody seemed to complain about the 19" front wheel not being a 21". They're saying that it would be good competition for the Yamaha T7, but I'm not sure many riders would actually choose it over a Yamaha to save $1K.

Anyway, still good to see a big thumper coming from China.

Design and build quality is good. Some of these Chinese bike easily meet the level of dependability and quality of 70s and 80s Japanese bikes.
