110cc won't start

I did a top end rebuild on a 110cc. Put it back in the frame with a new wiring harness. I have tried starting it with starting fluid, carb. cleaner and gas, but no luck. Has spark. Compression is 180psi. Timing is right on. I have changed the valve clearances. I have swapped out every piece of the wiring harness also. It still won't fire. I finally pulled the plug and shot some carb cleaner in and it actually started. It seems like fuel isn't getting to the plug. Any ideas? Thanks

The carb needs to be disassembled fully and thoroughly cleaned with carb or contact cleaner and compressed air. Running for a few sconds on carb cleaner is usually indicative of a fuel problem.
Check to make sure the fuel is getting to the carb, and then check to make sure fuel is going through the carb.

I wasn't even running a carb yet. Just putting it right down the intake. That's what's so weird. If the fuel is going directly in, how is it not firing off?
