Carb has been cleaned

on my Sukida Commissioner 150-4 but it still refuses to run above apr. 5000 rpm. What else could be wrong?

Could be lots of things ,the cdi might have a cut out in it ,Could be other issues in the electrical system ,carb could be undersized or just not set up correctly ,I have no idea what a sukida is but with the first part of the name being “Suk” ,that might be all you get
