Tank 200 died again (electrical)

Starting to see what the negative feelings are about. Was on my way home to see why the tire is nearly flat after adding air two days ago. While waiting for the light to change, the bike completely dies. No electrical power when turning the key. Got out the multi meter to check to check the battery. Battery is at 13.1 and covered in a white powder. Going over the harness hoping for a loose connection.
