Tao Tao 110 ATA Front Brake Issues

Hi all! Just bought a 110 ATA for the grandkids. About 10 years old but has been barely used. Going thru it to ensure safety, I came across a front brake issue.
The left front actuates much sooner than the right, causing a bad pull to the left when stopping. In trying to adjust them at the hand brake, I've taken the left one in all the way, and the right one all the way out......still not balanced, but closer. Now the brake lever is too stiff for even me to pull.
Pulled the brakes, all looks ok. I'd say right brake's never been used, so this problem has always been there.
What can I do to remedy this?

Teach the kids to just use the back brake. It's a disk and has great stopping power. Even if you get everything evened out, the fronts are hard to activate and have poor stopping power. It's the case with most of these ATVs with shoe front brakes. Our Taotaos (listed in my sig.) were bought new and both have poor performing front brakes.
